How bad is it? It's among the worst films I've ever seen; some of the awfulness is intentional.
Should you see it? Yes. It succeeds despite itself.
Obviously meant to be a parody of The Incredible Hulk, this becomes self-parody and, even though the makers want to make it obvious that they're in on the joke about how terrible it is, it has terribleness beyond their plans. This has the worst effects ever filmed (worse than Birdemic!), with green screen and early 1990's video effects giving cars that have couches inside them. There are people running in place with the (repeated) background moving and being chased by a monster with a very laughable mincing gait. There's an over-the-top General (with sergeant insignia). There's a room with three modern walls and one medieval torture dungeon wall. There's a monkey with a rocket ship. The ending - if you make it that far - is especially funny.
