Refer Madness (1936)

aka Tell Your Children

How bad is it? It's one of the classics of so-bad-it's-good movies.
Should you see it? Yes.

Unlike a lot of people, I've never watched this film stoned, which probably would make it seem funnier than it is, but it's funny enough on its own. Four pushers infiltrate high school hangouts and stage wild jazz parties. The supposed effects of pot are completely wrong. A single toke sends people into hysterical giggles and causes them to go running wild in the streets. It makes people play piano too fast (probably the best scene). It causes people to become rapists and murderers and to not remember their actions. There's a sensational trial scene toward the end. I've covered four other anti-marijuana films, but this is the one to see.
